Post: Graphing-start with analyzing or creating?

I have found it interesting that Make Makes Sense in Grade
2 starts with creating graphs followed by the analysis of
them. However, in Grade 3 it starts with the analysis.
Because I teach both grades, I am trying to decide which
way to go.
Suggestions?
